In Germany, you make a custard (it comes in little packages, like Jello in the US bu it contains starch and flavor (or real vanilla)) with milk and let it cool. Afterwards, one creama butter and add in the custard and beat it until its fluffy. Thats the common technic in Germany if you frost a cake ;) - no one ever knows frosting, or the American Buttercream here. I often use confectioner's sugar in frosting, but only when the recipe specifies it. I've not heard of German Buttercreme, but it sounds like the same technique.
